Due to the project sharing a boundary and common access requirements with the Council’s new Civic Building, an optimised strategy was developed to deviler the best services solutions. Studies were undertaken to determine plant space allocation for different system options and key plant localities, reviewing cost, space and location.

The studies also determined that the installation of a heating led combined heat and power plant would offer the greatest carbon reduction as well as delivering more than 70% of the project's heating and electrical demand.
