Westminster City Council resolved to consent to Land Securities for the redevelopment of Kingsgate House, adjacent to the Cardinal Place development on Victoria Street.
The design team, led by Lynch Architects together with Grontmij, Davis Langdon and Pell Frischman have designed a scheme to replace the existing 10-storey, 1960s building with two buildings that will double the available area.
The two buildings share a common basement that will house 203,000 sq ft of commercial offices, 43,000 sq ft of retail and 102 residential apartments. The public realm will also be extended to include a courtyard serving the retail area.
The scheme incorporates CCHP (combined cooling, heat and power) with surplus heat being exported to the adjacent Westminster City School and a proposed affordable housing complex. This is a key element of the consented Energy Strategy that will achieve the development BREEAM Excellent and Code for Sustainable Homes (CfSH) level 4.
Nick Bullen, operations director at Grontmij, said: “This development will transform the Kingsgate House site and together with the other initiatives by Land Securities it will dramatically improve the sustainability of accommodation in this part of Victoria. This project will be a prime example of how we work with our clients throughout the life-cycle of a development.”
Colette O’Shea, head of development on Land Securities’ London portfolio, added: “Victoria is changing. We began our transformation of the area with Cardinal Place and we are already on site at three other schemes. Kingsgate House is another key stage in our plans to create the new West End destination.”
The design team is now developing the design for tender to contractors with a view to completion in 2015.
