Drilling Operations, Caspian Sea off the coast of Kazakhstan 

The project included the provision of a 120-unit accommodation block and associated utilities to support habitation and drilling operations.

The facilities needed to be suitable for a climate range of -40 degrees to +40 degrees Celsius, as well as for the island being ice-bound for four months. 

Delays were experienced in engineering, procurement, delivery of equipment and materials and, ultimately, in construction and commissioning.  The construction of the island itself was also delayed, but this related to another contract.  Disruption was claimed due to concurrent working, congested site conditions and delayed material deliveries over the winter / ice period.  Increased costs were claimed due to variations, loss of productivity during the severe weather period, extension of time and disruption. 

We were appointed by the legal representatives of the consortium of owners to produce an expert witness report on disputed quantum and delay issues.
